Los Angeles is facing a dual crisis:
Poor hygiene access among the homeless—where over 80% lack consistent access to soap, clean water, or sanitation—has led to preventable illnesses like skin infections and dehydration.

Hygiene & Wash Access in Los Angeles (Homeless/Low-Income Communities)

A 2023 study of unhoused communities in Los Angeles found only 17% relied on hand sanitizer for hand hygiene, facing severely limited access to water and soap throughout the day LA2050BioMed Central+2PubMed+2Springer Medizin+2.

At night, 19% used buckets in tents, and 28% resorted to open defecation due to lack of sanitation services PubMed.

In the past 30 days, 39% reported skin infections, 35% suffered from migraines/headaches, and 34% from dehydration—all hygiene-related health risks tied to inadequate access to bathing and water


Low literacy rates affect over 34% of adults, while only 40% of LAUSD third graders meet grade-level reading standards, with even lower rates among Black, Latino, and English learner children.
